    Introduced by Representative Curtis Schomer earlier in February, the bill sought to diversify the state’s investment portfolio by creating a special revenue account. This account would have allowed the state treasurer to allocate up to $50 million for investments in stablecoins, precious metals, and cryptocurrencies with a market capitalization exceeding $750 billion over the past year, a threshold currently met only by Bitcoin.

    Supporters argued that such a move could yield higher returns than traditional bond investments, positioning Montana as a forward-thinking player in the evolving financial landscape.

    Montana house representatives wary of risks involved

    Despite clearing the House Business and Labor Committee on February 19 with a 12-8 vote, backed by Republicans and opposed by Democrats, the bill faced stiff resistance during its second reading in the House.

    Fiscal conservatives, including many Republicans, voiced concerns over the speculative nature of Bitcoin, emphasizing the state’s duty to protect taxpayer money.

    Representative Steven Kelly captured this sentiment during the House Floor Session, stating, “It’s still taxpayer money, and we’re responsible for it. We need to protect it. These types of investments are way too risky.”

    Representative Jane Gillette echoed these doubts, pointing out that the bill lacked clear guidelines on how the funds would be managed, while Representative Bill Mercer warned that Bitcoin’s history of dramatic price swings made it an imprudent choice for public funds.

    On the other side, advocates like Representative Lee Demming argued that embracing digital assets could safeguard Montana’s reserves against inflation and bolster long-term financial growth, a perspective shared by Bitcoin proponents nationwide.

    The rejection of HB 429 effectively kills the proposal for now, requiring any future efforts to start anew in Montana’s legislature.

    US states push for Bitcoin reserves

    Montana’s decision stands in contrast to a growing trend among US states exploring Bitcoin as a reserve asset.

    Approximately 24 states, including Utah, Arizona, Oklahoma, Texas, and Ohio, have introduced similar legislation, with Utah’s HB230 making the most progress by allowing up to 5% of public funds to be invested in digital assets.

    Nationally and globally, the push for Bitcoin reserves is gaining traction, with countries like Switzerland, Brazil, Japan, and Russia also weighing the cryptocurrency’s potential as a strategic asset.

    Dennis Porter, CEO of the Satoshi Action Fund, which collaborated with Montana legislators like Schomer and Senator Daniel Zolnikov, expressed disappointment with Montana’s move but remained optimistic about the broader movement.     Announced on February 20, 2025, the Franklin Crypto Index ETF, trading under the ticker EZPZ, marks the second crypto index ETF to launch in the United States, following closely on the heels of Hashdex’s Nasdaq Crypto Index US ETF (NCIQ), which debuted on February 14.

    The EZPZ fund is designed to track the US CF Institutional Digital Asset Index, a market capitalization-weighted benchmark managed by CF Benchmarks.

    76% of memecoin investors believe rewards outweigh risks

    Despite the risks associated with meme coins, a recent Kraken survey reveals a surprisingly positive outlook on memecoins.

    According to the survey, an overwhelming 76% of investors believe that the potential rewards of investing in memecoins justify the risks involved. This sentiment is backed by 85% of US crypto holders who have ventured into the memecoin market, driven by factors like price volatility, FOMO, and social endorsements.

    Interestingly, while both genders invest in memecoins at similar rates, the survey shows that women tend to be more cautious, generally allocating a smaller portion of their portfolio to these high-risk assets.

    The survey also highlights that while many are optimistic about memecoins’ performance in 2025, the majority still approach these investments with caution, dedicating only a small fraction of their portfolio to memecoins. This cautious optimism reflects a broader understanding of memecoins’ role in the crypto ecosystem, not just as speculative assets but also as a source of entertainment and diversification.

    The cryptocurrency market has gone mainstream. It is no longer retail investors’ assets as institutions globally are investing in Bitcoin and other major cryptocurrencies. 

    As a risk-based asset, Bitcoin’s price is affected by central bank policies, especially those from the United States Federal Reserve.

    Bitcoin’s rally in 2024 and connections with rate cut

    The cryptocurrency market was bullish in 2024, with the Bitcoin price surging by over 100%. The rally allowed Bitcoin to rally to an all-time high above $100k. A key catalyst to Bitcoin’s surge last year was the multiple rate cuts by the Federal Reserve.

    In 2024, the Fed cut rates three times, bringing it down to the target range of 4.25%-4.50%. Before then, the rate had been on a lofty plateau of 5.25%-5.50% since July 2023.

    The reduced interest rates affected Bitcoin’s price, allowing it to hit the $100k mark for the first time in its history. When interest rates are high, the cost of borrowing money is high. Higher interest rates decrease the liquidity in financial markets, providing more capital for less risky investments like bonds.

    However, lower interest rates increase the liquidity in financial markets, with investors opting to push money into riskier assets like Bitcoin. 

    Fed kept interest rates steady in January

    Bitcoin reached an all-time high price of $109,410 on January 20 as the market reacted to Trump assuming office. However, it has since lost 11% of its value and now trades just above $97k.

    A key factor in the poor market performance in the past few weeks was the Fed’s decision to hold interest rates steady. On January 29th, the Fed announced that the borrowing rate remained between 4.25% and 4.5%.

    Leaving the rate unchanged affected Bitcoin’s price as it has failed to rally to a new all-time high. It has also struggled to stay above $100k since the start of February. 

    Fed to cut interest rate twice in 2025

    The first FOMC meeting of 2025 saw the Fed leave the interest rate unchanged. The United States Fed is expected to cut rates twice before the end of the year. However, this decision will be affected by inflation levels.

    If the inflation levels rise sharply, the Fed will increase interest rates to curb the rising inflation. However, if inflation levels decline, the Fed will cut interest rates to stimulate the economy. 

    The CPI report earlier today, February 12th, revealed that inflation in the United States rose to 3%, its highest level since June 2024. The rising inflation could hamper possible interest rate cuts, with the news sending Bitcoin to the $94k level earlier today.

    Market analysts expect the Fed will lower rates twice this year, reaching 3.75%-4.00% by the end of 2025. However, the range of forecasts is wide, from a low of 3.00%-3.25% and a high of 4.50%-4.75%.

    Thanks to the expected rate cuts and other macroeconomic factors, analysts are optimistic Bitcoin’s price could reach a new all-time high. While predictions differ, most analysts are optimistic BTC’s price could hit between $150k-$200k before the end of the year.

    In addition to the expected lower interest rates, increased retail and institutional adoption could positively affect Bitcoin’s price in the coming months. Strategy (formerly MicroStrategy) continues to increase its exposure to Bitcoin while more companies are buying BlackRock’s spot Bitcoin ETF.
